DOJ: closer to delivering justice in flood control mess

The Department of Justice (DOJ) has taken another huge step toward unveiling the truth and attaining justice in the infamous flood control mess which has sparked public outrage in the midst of calamities the country has battled in the past few months.

In a short press briefing on 05 December 2025 by Prosecutor General Richard Anthony D. Fadullon and DOJ Spokesperson Raphael Niccolo “Polo” L. Martinez, the DOJ announced that three of the five flood control cases against Department of Public Works and Highways (DPWH) officials assigned in the 1st district of Bulacan are now submitted for resolution.

 

These cases involve former DPWH Bulacan District Engineers Henry Alcantara, Bryce Hernandez and Jaypee Mendoza which are expected to be resolved before 15 December 2025.

 

On the other hand, the resolution for the two other remaining flood control cases will be slightly delayed because new respondents and evidence were added in the existing Informations.

 

Reportedly, the additional respondents include former Sen. Bong Revilla, former lawmaker Zaldy Co and a certain Jonathan So.

Further, the Office of the Ombudsman has sent back to the DOJ three cases for preliminary investigation which involve contractors of ghost projects, namely: SYMS Construction Trading, Wawao Builders and Top Notch Construction Philippines.

The DOJ has also created special panels to speed up and strengthen the case build-up against those who are tagged in the flood control scandal while waiting for the result of the investigation being conducted of the National Bureau of Investigation (NBI).

Moreover, the tax evasion charges filed by the Bureau of Internal Revenue (BIR) against the said contractors are also now submitted for resolution.

“No one will be spared in our prosecution regardless of their position or status, we will be relentless in pursuing justice for the Filipino people as we close to unveiling the whole truth to this fiasco,” Justice Secretary Fredderick A. Vida stressed.

Meanwhile, four cases have now been lodged before Office of the Ombudsman against former lawmaker and now fugitive Elizaldy Co for plunder in connection with his alleged hand in ghost government projects.
